Simple 110V-12V car battery charger?
I'm exhausted and depressed after reading reviews on Amazon. "Multistage" chargers that have only 2 stages (sometimes 1). Bulk stage running at 16-17V 'cause some idiot imbedded a "desulfation" mode...

Almot, what you're asking for can be easily had using a small solar set-up, with a fully adjustable/programmable pwm controller. You could probably even run the solar controller off a 110v to 15v converter, rather than a panel.
A Meanwell SE-200-15 can be had for about $40. Set at 17v, it'll put out about 12 amps. Pass that power thru a 20a pwm controller of your choosing; one with the parameters you need.
