A Meanwell SE-200-15 can be had for about $40. Set at 17v, it'll put out about 12 amps. Pass that power thru a 20a pwm controller of your choosing; one with the parameters you need.
Interesting idea. Though this will be somewhat messy 2-piece assembly with open terminals, and between the Meanwell, decent 20A PWM, and cables, the total cost will be close to 10A Xantrex charger.
The xantrex has factory preset settings, so not adjustable. You would have no control over the charging parameters, or when it goes into float. So, even for the same price, you would get more bang for your buck, using an adjustable/programmable solar controller.
On the other hand, if you're happy with factory presets, then a simple $7 controller may work.
20a pwm
For somewhat limited adjustability, and temp comp, a solar30 for about $30 would suffice.
30a pwm
If you're looking for this to be portable, you could house everything in a carrying case of sorts, like a mid sized plastic tool box, or an old tackle box, and even add a fan or two, and perhaps a digital timer. It would be a one of a kind, for sure, but you could also use the Meanwell on its own, for top charging and EQ'ing, whenever necessary. (Just throwing around some ideas)
