Here is a possible workaround -- a double thick diffuser. You can use one or both, depending on how much you want to reduce the heat.

But I agree that it would be nice to have a super small burner for low heat applications. I have one in my stick house -- it is a Dacor 5 burner unit, and one of the burners is very small.
I don't know if anyone makes a similar cooktop for use in an RV.
