Solar as battery maintenance during storage - opinions

So, the lower voltage is a result of lower available solar energy? So the panel's output (in watts) would be less? I figured, if the batts were full, and thus acceptance is low, the voltage would rise regardless, in order to try to maintain a certain level of current.
