Haz-Mat disposal around here is Very very expensive! The minute you declare it a HM you just moved into a disposal issue that requires documentation, certified personnel,certified containment and control.
Water filters are Not a Haz-Mat, most are either fibrous materials as in a pre filter and then some type of treated or non treated charcoal material!
Just bag it and chuck it in the trash! Or if you are concerned with the outer material (plastic) dispose as Recycle.
Maybe if your in Flint Michigan it will be a Haz-Mat, but for plain old potable water there should Not be anything Haz-Mat about it!
