Yes to that... it would be the closest proximity of the body plate to the source capacitive plate (especially when one sits on the seat). And the area of this source capacitive plate would be the total area of various 120VAC HOT conductors contained under the seat.

Also, I measured 1.7 VAC in the kitchen and 0.4 VAC in the bedroom.
