Not sure I understand the logic on this? In a 120/240 volt panel you get cancellation of the magnetic fields, whether the neutral is unbalanced or not. In a 120 volt service, the hot and neutral carry the same amount of current and the magnetic fields cancel out also. Doesn't matter if it's a supply to a panel or a branch circuit. Or maybe you weren't clear in what you were trying to explain?

Not 100% sure but I believe the answer has to do with the difference between Electric Fields and Magnetic Fields.
I think the physics of capacitance is related to Electric Fields.

Think of it in terms of when there is a HOT and NEUTRAL with no current flowing (to a load) OTHER then the leakage current.
The Electric Field would dominate the Magnetic Field.
