This would not be the case in a 30A RV because all the Hot Wires are going in the same phase at any given time.
Not 100% sure but I believe the answer has to do with the difference between Electric Fields and Magnetic Fields.
I think the physics of capacitance is related to Electric Fields.
Think of it in terms of when there is a HOT and NEUTRAL with no current flowing (to a load) OTHER then the leakage current.
The Electric Field would dominate the Magnetic Field.
