You can still get bi-metallic thermostats that are rated to switch line voltage (240 actually). Why not try to adapt one of those?
EDIT:
Quick look finds Honeywell T498. rated 22A@240V. Ought to be able to handle 1500W heater no problem. Can get creative with various mounting options.
