Pretty sure a battery is allowed. Just can't feed the grid with a battery to arbitrage the net metering TOU rates. Battery can be used to minimize draw during on-peak pricing periods and certainly can be used during an outage.
One more reason to have local solar instead of long transmission lines.
BTW if the service station has no electricity that gasoline car does not get filled either.
If a storm like a hurricane damaged your home with solar and you are not on the grid, it might be a very, very long time before your power is restored.
