Can use sure. Not going to run down to home depot and get a generator and plug in the pump like an RV. Needs to be set up in advance to be practical. Few to none will be set up unless required.
Yes I believe Florida mandated a few gas stations to have generators after the last set of big storms.
IIRC there were virtually no generators in San Diego during the last big fire and related power shut downs.
Tankers designed to fill above ground tanks will have pumps. Like the truck that comes to my work every few weeks. For the public it was probably a gravity feed.
Not saying anything is disaster proof but when the power is off does not allow liquid fuel to operate normal either.
