Cutting off the MC4 connectors will void the warranty. Drilling holes in the panel is another no no. Of course what is the warranty worth especially if expensive shipping is involved?
Use a different voltmeter but I'm betting it's the MC4 connectors. They should seal and be OK but one never knows for sure.
Panels are tested by checking Voc and Isc. If your voltmeter doesn't measure amps then get one that does. If it doesn't pass then the problem must be the meter, connectors or wiring. Next step is to remove the panel and hopefully you did not use Z brackets.
NEVER use Z brackets. Buy aluminum angle from any hardware store and bolt 2 pieces together. Presto - panels are easy to remove.
