I would change all fuel filters and air filters first. Then you need to figure out how the blades on the existing turbo got chipped up and mangled. Did someone drop a screw or a nut down your intake system? Any screws or nuts missing? Any unusual service work done, other than routine oil and all filters on this engine?
Someone working on it screwed the pooch on you, because leading edges just don't get torn up, nothing can get in past the air filter unless someone opened the system duct work up. Are you burning any oil from the crank case, due to blow by?
You may also have water in your fuel, which freezes below 32F in the fuel filter pores, with all this cold weather, causing problems with fuel flow, starving your engine of the fuel it needs under heavy load.
Put a heavy dose of Power Service White bottle, available at Wal Mart, about 8 fl oz for a 26 gallon tank, 1 oz per 3 gallons of fuel and burn off a tank of fuel first, to see if that helps clear things up. Also drain the water out of your fuel bowl, and store your diesel fuel tank on your truck, always, with a full tank of diesel, to prevent condensation forming in your fuel tank as air breathes in and out of your fuel tank, based on temps rising and falling daily.
