I seems to vary, there must be some other load on the circuit that's not static. Right now, it is 12.7. Earlier it was 13.2.
There is a strip of LED lights in my basement that is also on this circuit, they are turned off with a mechanical switch. The CO/LP detector is on this circuit, it is operating.

Indeed you need to determine WHERE the voltage drop is occurring.
Good ideas. I will measure the voltage at the fuse itself when I open that area up to check the wire nuts.
I'll see if I can reach the nuts for the pressure switch well enough to get the meter probe in there, they're tucked back behind the pump.
