Nobody can tell you if it's safe or not. That has to be your call on your comfort level. Now if it was me, I would do what you said.
The converter is designed to have what Wolf called a filter, and I would call a ballast. Taking them out of the system could damage your converter.
RV batteries like to cook so prior to plugging into 110 I would check the water level in them. You might find out you're way low giving you the 11v reading.
