Hmmm, I see. I think that converter comes with a power cord and plug, so they may equip it with a 20A male plug. That would be the type with one blade perpendicular to the other. I don't know why they would do that for a 1300W load.
I would be tempted to buy that, and simply replace the plug. But first I would confirm that the max load is really 1300w, and if it is, no way does it need a 20A source. If you want the simple path, just go with the 70A version. I don't think you will see any problem with performance. It will still be better than what you are replacing.
