Single conductor 26-gauge wire does not make it a cable. A 24 gauge stripper does not strip the wire and a 26 gauge telecom stripper does not nick the conductor when stripping. I've got 3-1/2 digit gauges that increment .4 volt up or down. So they can be classed as .8 volts + -
One of the best of the gauges is an LCD meter called a VOLT MINDER. It is a low voltage alarm that someone here on this forum clued me into several years ago. Three and a half digit impressive sampling rate and it has endured a lot of use. It is linear inaccurate but liveable with a .07 error @ 14.00 volts. Of course the meter is no longer available :(
The new to me 4.5 digit volt meter is accurate. Only time will tell if it remains accurate.
