What Battery Chargers Have Been Reduced To...

If a person is prone to leave the lights on... could they be prone to leaving that harmless manual charger on too long until the battery explodes? Who pays for that?

I sleep better knowing my neighbor has an automatic charger that will shut off.
If it leaves him with a battery only 95% it will still get him to work just fine.
