If they get their water from a stream it is quite likely to be simple leaf chunks. It is not uncommon for remote camp grounds in the National Forests to get water from creeks that is then filtered. We have been in onepark that had an old cedar holding tank. Does not hurt anything just adds some color to the water. Still must comply to state and federal standards.
Internet says there is a local public "water and sewer district" that gets its water from a groundwater source under contract with a nearby city. The District operates as a municipal government under Chapter 57 Revised Code of Washington. The city that supplies the water meets all Washington State requirements.
