I wouldn't try to put a few 1/4W or smaller size wattage resistor together to get your 1.2k ohm. The smaller the wattage the thinner the resistor lead and therefor the quicker it will break. If anything, go with a larger wattage resistor. The 1W resistor from ebay looks good.
I believe the resistor/zener harness is from Winnebago. I had the same issue about 4 years ago. I think the zener is around 18V. It's meant to clip voltage spikes; perhaps from a noisy alternator. I don't think it's anything real critical. The steps should work fine with this harness removed. Order the resistor from somewhere and solder it in. It's not complicated. You can do it!
