Try not to confuse converter or charging voltages with battery charging stages.
I try to use Boost(14.2+), Normal(~13.6), Float(13.2/13.6) to describe converter voltages.
Battery charging stages are described as Bulk, Absorption and Float. Bulk is when battery is charging at the limit of the charger amps(voltage is rising). Absorption is charging at the charger voltage limit(amps are tapering). Float is a reduced voltage to prevent discharge during storage. Each of these stages can be a a range of voltage or amperage depending on the charger specs and battery type and size.
The threshold you talk about is probably the inflection point where Bulk ends and Absorption starts. At this time the voltage has risen to the max set point and the amps just start to taper. Converters can make this confusing because they may drop voltage at this point. Some portable chargers may increase voltage at this point. Still the same process, charging curve is just different.
