Not really a dumb charger as modified. The whole idea of this type of charger is that it does that constant amps during Bulk, and it will still do that. Think of it as a two stage charger for bulk and absorb where now you have your absorb voltage up where you want it to stay till the batts are charged up.
All you lose is that it is not a converter anymore, just a charger, but the OP is not on shore power so a converter is useless for his situation, he wants a charger.
A dumb charger would be a typical voltage regulated charger where it is single stage but amps taper immediately and continue to taper throughout the charge. This is slow going. You don't get the important constant amps for the bulk from that current limited Stage One you do with the smart charger, it is all absorb tapering with the dumb ones.
