when should a powermax pm4b drop into float mode

I like that and will use it but know it will come in higher than the simple cheap hobby charger linked. I think converters are designed as continuous power supplies from my reading on the NEC (no battery chargers allowed to be converters) in OEM installations. Regardless, the LED and knob is nice.
