when should a powermax pm4b drop into float mode

i have two theories at this point:

1) the charger was labeled wrong, and it's actually a pm4b-45

2) the charger was programmed to limit the spread between starting (boost) voltage and battery soc voltage, thus limiting both voltage and current.
