PF matters. We need to know if that 9a draw you are seeing is at the VA level or the Watts level to be able to match with the specs for the various converters.
We don't exactly know what the watts in the specs mean either, but mostly they seem to be ignoring the PF and so their input ratings are lower than what they actually draw in VA from the power source. That is where people wonder why their Honda can't run the big converter they just bought, when the Watts say it should but the VA shows why it can't.
The (some of them) KillaWatt has a PF measuring feature. If yours does then maybe that would help with some of this.
