A PF of 1 means the W = VA
A PF of less than one means VA > W
PF is defined as W/VA and is a measure of how much reactive energy (not useful energy) is supplied to the load.
PF can always be improved if desired, but will require a Capacitor or Inductor connected across the ACV terminals so that some of the loads reactive energy can be cancelled.
