The DC watts stay the same, VA is an AC thing.
The "efficiency" of the converter needs to be defined as to what constitutes its efficiency. Watts in/watts out is one way but now you have to adjust your VA down to watts to make that comparison.
798 in vs 646 out = 81%
So IMO your AC amps reading of 9 something is not crazy for the 45 amper.
