when should a powermax pm4b drop into float mode

Just as its stated. The input current should not exceed 5 amps under all normal operating conditions.

So, my pm4b-???, if it is indeed a 45'er, should only draw 5a. And seeing as it's drawing 9.8a ac, what the heck is this thing?
