The "efficiency" of the converter needs to be defined as to what constitutes its efficiency. Watts in/watts out is one way but now you have to adjust your VA down to watts to make that comparison.

So IMO your AC amps reading of 9 something is not crazy for the 45 amper.

13.9Vdc X 46.5Adc = 646.35 Watts (out)
9.8Aac X 104.5Vac = 1024 VA (in)
646/1024 = 63% eff.
My original conclusion???
No! You missed adjusting the 1024VA to watts (798 you said) and comparing watts to watts.
