I think it IS LRA. That's what I recall from the first time our home central A/C ate a compressor run capacitor. Oddly, the Rheem home unit, with Copeland Scroll Compressor, does not use a start device. The RV does, and so did the Whirlpool central A/C on the previous house.
If a compressor has a "start amps" rating, I don't think most clamp-on ammeters will trap it for display. There was a thread about peak readings here, but I got lost in it.
