That water heater should be DSI (electronic ignition) and not a pilot flame type
The Main Flame will be ignited by a spark electrode and flame will turn ON/OFF as needed...controlled by t-stat.
If it should blow out it would relight.
Did you check that you had hot water from faucets.
High altitude is a problem with propane appliances.
Unfortunately Norcold doesn't have a High Altitude Kit....different size orifice.
Check the LP system gas pressure.......should be 11" WC with at least 50% of gas appliances ON.
Might increase it a bit.
