Which is "SJ" type of cable which is specified as 10/3 Sxxx and has one black (Hot), one white (Neutral) and one green (Ground).
Romex is specified differently because when the ground is included it is a bare wire (no insulation).
That is why Romex is specified like 10/3 as three insulated conductors (black, red, white) and no ground.
Romex 10/3 WITH ground is black, red, white and BARE.
In both cases only the insulated conductors are counted..
So if one wanted a SJ cord to handle 120V/240V they would need 10/4 which is black, red, white and green and the equivalent in Romex would be 10/3 WITH ground or black, red, white BARE..
