WOW, it certainly would be if it only had the 30 A RV plug instead of the twist lock style.

L14-30P to TT-30R

Realize that that panel is designed for 240V input so some rewiring will be required when you add your TT-30P pigtail. Also you should have some kind of open faced box that will shield it from the rain.
