There have been test versions on the road for years but they really didn't make financial sense due to low fuel price and high battery price. Now that fuel prices have gone up, battery prices have come down and battery production lines are in place all of the pieces of the puzzle are falling place.
In spite of the fact that Elon is often reported as one of the world's richest men he and Tesla both have been cash poor and really had to watch their cash flow. Cars kept the cash flowing better than semis would have. With 2 more gigafactories going into production by next spring Tesla should have a lot better cash flow soon.
At least Elon is not using taxpayer money. Even though subsidies have ended for Tesla he still makes a more compelling product than the Bolt are really every other competitor, which are all getting subsidies. The semi is not nearly as far behind as the Boeing/Lockheed rocket being developed for NASA. Sometimes new things take longer to come to fruition than expected to.
