It doesn't. The OEM tank when inspected had a milky white film, perhaps moisture on walls and at the bottom where sender unit is mounted, but no dark discolored debris. I simply did not see the dark debris. In the original filters, when changed, I saw what appeared to be slivers of black. Obviously I could not see fully into the tank. The one baffle that was visible did not have the dark debris. It appeared to be made of white plastic.
