I did realize the gasket is in there but it is at the very top of the cap and if the top of the cylinder threaded area doesn't reach the gasket, no seal.

I hadn't used one of those 1lb cylinders in a while and forgot about that relief valve. Not sure the specifications for the relief valve and how much pressure has to build before it vents but assuming the vent is to avoid the cylinder exploding because of too much pressure, like from being exposed to a fire. That pressure would be far greater than pressure just from being filled but has anyone known of the vents failing? I honestly don't know. I have had a 1lb cylinder lose propane, not connected, and always thought is was from the threaded stem area.
I had one leak while using it on a Buddy heater. I smelled something burning and noticed a small flame near the top of the tank. I got it outside and realized it was weeping from the relief valve area. It was a tank that I had refilled with an adapter to my 20 pound tank. I had chilled the 1 pound tank and refilled. When I then used the tank indoors the room temp and area around the heater must have been high enough that the relief valve started to release pressure.
There is no problem with refilling them but I never store them indoors or in the compartments. If anything, dont chill the bottle before filling. I still do it but they are all used outdoors for the grill and propane torch/fire starter. After I refill I let the bottle sit out in the sun. The propane compartment would obviously be fine as it's open at the bottom.
I got rid of the buddy because it gave us headaches and plugged our sinus. Yes, windows were cracked along with roof vents. I love my digitally controlled house furnace.
