This is the most likely problem. It is simple to install the new diaphrams, it only takes about 20 minutes to complete the task.
Another place people do not check for leaks is the toilet. It would be possible for the inlet valve to leak a little water into the toilet, and this can seep into the drain line if that is leaking as well.
Third location is the outside shower. If both handles are off, then likely not the location.
You probably already opened and looked around the water heater?
There is also the fresh water fill valve that allows shore water into the fresh water tank while in a campground. If not tightly closed, it will allow the pump to run a bit too.
