The outdoor one is normally controlled by an indoor gfci, so those 2 should be connected. Hard to say on path to 2 kitchen outlets. You should be able to find/follow the wiring somewhat, with a bit of searching, and a meter. If the indoor gfi works, the outdoor outlet should too, unless as others mentioned, there is an actual disconnect along the path.
