You have it backwards. A class 2 truck has a 10,000 limit. To tow the max a SRW truck can handle they need to label it as a class 3 truck (350/3500). It is the 250/2500 that are not needed.
However go to a dealers lot and you will find a hand full of 350/3500 SRW and a zillion 250/2500's. It all goes to the salesman saying you can tow anything with this here 250/2500! For years there was little difference between the class 2 and SRW class 3 trucks. RAM changed that for their trucks in 2014.
It might be that special ordered 350/3500 SRW out number 250/2500 special ordered trucks.
