Rear gears do make a difference for towing as it shows in the tow guide. If Ford thought you could tow 11,000lbs with 3.15's then it would say that. IMO the issue is overall performance. Starting out would be sluggish compared to 3.73's, Keeping the load moving would also put a strain on the drive train. Less overall responsiveness with the 3.15's. Sure you could tow in 4th and more than likely it would be like 5th or 6th with 3.73's. But stomp on the gas and it won't have the same snappy feeling as 3.73's in a higher gear.
IMO the biggest set back will be trying to get that 6900lbs moving if you're on any kind of incline. If you're starting out on a hill and have to get up to 55-60mph it will take a lot of grunt to get all that moving with 3.15's.
