LED's aren't solid lights; they flash faster than the human eye can see them (this is how they are made brighter or dimmer).
Mine do the same thing, and I have a similar video. The flashing interferes with a video's frame-rate. What's really interesting is that if you change the angle or distance from the lights, the flashing movement changes direction and pattern.
