A smaller turbo spools quicker and reaches higher rotation speeds for a given fueling level because it has lower drive pressure. The big three have gone up and down in size over the year because of many different reasons including controlling boost, emissions and drivetrain longevity. These changes were often made at the expense of performance so guys would either alter the existing turbo with a new housing or replace it entirely. Unless they add lots of fuel, a bigger turbo is a detriment to performance. Even then it often causes smoke at heavy throttle and low boost conditions. So as you can see it's a trade off when it comes to sizing and manufacturers play around a lot with it.
