In the case of a 2500, it's for ensuring the vehicle meets a certain class definition. In many states, if your GVWR is over 10,000 lbs, your cost to insure and register goes up. In some states it doesn't matter. That's practically the whole impetus for the existence of the 3/4 tons truck.
That is most likely the real reason!
Think that is bad, my 2001 has axles ratings of 5,200 and 6,084 for a total of 11,284# of axle, and a 8,800# GVWR!
Insult is that the 6,084# rear axle is the total of the two standard 235/75-16E tires (3,042#), Truck can with Optional 265/75-16E's from the factory (3,415#), so the rear axle should be rated for 6,830#. I like the extra reserve of the tire capacity.
