Not a new truck expert, but from guessing as well as googling, it seems the “5th Wheel Hitch Prep Package” is more than a plug. It also includes the rails underneath the bed and cut out for a fifth wheel hitch with holes and plugs for the fifth wheel hitches on the market for newer Fords.
That being said, if you have no plans to add a fifth wheel, I don’t think you need it.
