Not sure about Colorado, but in California at the National Forest campgrounds, the difference between "tent campsite" and "campsite" is as mentioned above - the tent campsite has a parking pad and then a path that leads to an open area with the firepit, picnic table and tent pad. The campsite has a parking pad with the firepit, picnic table and tent pad right off to the side. So a tenter can easily camp in a campsite, but others cannot easily camp in a tent campsite. Some campsites go even farther and have a parking area for about 10 cars and then paths that lead from that area through the forest to the actual campsites - if you reserved one of those campsites, you would basically be camping in a parking lot.
Again, I'm in California so may be a bit different, but I do not find camping in national forest campgrounds in a trailer (or my small motorhome) to be any different than it was when I tent camped. Most of the folks are out for the same reason I am - to be out in the forest. There is space between sites, and with a bit of research (satelite imaging, campground maps online, etc.), it is pretty easy to find a site with a fair amount of privacy. Out here, I also find that the NF campgrounds have fewer generator users than the state parks and COE campgrounds - they're usually further away from the urban/tourist areas and the folks staying at NF campgrounds are looking to get away from that stuff not bring it with them.
