The "legal limit" is whatever you register your vehicle to carry. You could theoretically register a Ford Escort with a 10,000 GVWR tag and be "legal".
Now, if you get into a serious collision and somebody is seriously hurt or killed you could be answering in civil court for liability. That is completely different and the burden of proof is significantly lower to prove guilt.
I have no experience in the matter, but it seems very difficult to prove negligence if you are under your axle ratings... even if you are over your GVWR.
