No citation will be issued for being over the trucks GVWR. GVWR isn't used by dot in a legal sense for how much weight it can carry (private or commercial).
Now if your carrying weight above the trucks drive or steer axle/tire load rating then you may receive some type of over weight citation if a over weight condition caused a accident.
Your state motor vehicle division dept or your local area state troop division HQ can give you what your legal requirements are and what isn't.
