You're confusing gvwr and gcvw. GVW is the wieght of the truck with the load, cargo, pin weight etc. all in.
Gcvw includes the weight of the trailer as well and is way more than 10k for any HD pickup.
There are many different limits. Gcvw, gvw, axle ratings, tire, wheel ratings, hitch ratings etc. of the millions of trailers being drug around, ALOT of drivers are over in one category or another. Cops have better things to do IMO. Don't worry about that. And since you're unfamiliar with all this, just stick to being under or close to All the ratings and you'll be fine.
