Start forcing RV owners to have CDL and next thing you know we'll have to carry log journals and properly record our travel time. Then we'd be restricted to the number of hours we could drive in one stretch and how far would could travel and how fast we travel as all of that is contained in the travel logs, required by law, for truck drivers to currently have.
Force CDL on RV's and ... well ... do you really want to restrict the number of hours you can drive at one time, and have to record such activities for law enforcement to write you tickets on if you commit a moving violation?
I see nothing good coming out of forcing CDL for RV drivers.... nothing.
If the OP is so "bent" on CDL, then let him be the first to record his travels, road time, mileage, and dates, and submit it for audit FIRST! And if violations are found, then let him be the FIRST to be fined.
And oh... while I'm on MY HIGH HORSE ... let him be the firs to go through the weigh stations, and have his rig inspected for weights while LEO are reviewing his logs too. Force CDL on RVs, and THIS WILL follow!
