It sounds like they fixed a head gasket perhaps unnecessarily.
They shouldn't get paid to guess or throw parts at it.
Pressurizing the cooling system is just like getting the vehicle hot. It doesn't necessarily indicate a cracked cylinder - although it could catch that. It's likely to also catch a head gasket issue.
You can do it the other way too, pressurize the cylinders and see if you get bubbles in coolant.
Regardless, sounds like they did work that didn't fix it. IMHO, you shouldn't have to pay for that... At least negotiate this repair.
