I would check each glow plug by using a piece of wire and connecting one end to the GP and just touching the other to the positive side of the battery. If you get a spark then it's good. If not, it's dead. if you have 3, 4 or more that are dead then it isn't going to start when the eng is cold. (Yes, it does need them).
